After serving the people and the state of Pakistan as a civil servant for more than three decades, I retired in January 2012 as Federal Secretary to the Government of Pakistan. During my 34 years of service I held various senior management positions in the federal and provincial governments – in Pakistan and abroad. In addition to serving as Federal Secretary/Additional Secretary to the Government of Pakistan in different ministries, I was on various boards of corporations, committees and investigation panels gaining useful experience of working in the private corporate sector. I have also, on various occasions, been nominated by the Government to represent Pakistan at national and international level at conferences, seminars and meetings in different countries. Throughout my career but particularly as Commercial Counsellor, Pakistan Embassy, Rome as well as Chief, Planning and Development Department, Punjab Government, I have been interacting with UN Agencies (UNIDO, FAO, IFAD, WFP, WTO and WIPO) as well as other donor and multilateral agencies and I am familiar with their workings.

My vast experience of government and corporate sectors has taught me how to develop vision and mission statements of large organisations, articulate strategies, prepare roadmaps and marshal human and financial resources to achieve the aims and objectives envisioned. My expertise covers;

Besides doing my Masters in Economics as well as in Political Science from the Punjab University, Lahore, I have done my M.Sc in Defence and Strategic Studies from the Quaid-e-Azam University, Islamabad, Pakistan and Post Graduate Diploma in Development Studies from the University of Cambridge, United Kingdom. I have also attended a 6-week Executive Development Program at the JF Kennedy School of Government, Harvard University, Boston, USA.

06.2011 – 01.2012
Federal Secretary, Ministry of Privatisation, Government of Pakistan
As Federal Secretary Privatisation Commission , Pakistan I conceptualized and initiated a three year perspective plan for the restructuring and ultimate privatisation of State Owned Enterprises(SOE’s)i.e. Power Companies , Banks, Railways and Steel Mill etc. which will reduce the annual loss of approx. 100 billion PKR to the national exchequer while bringing efficiency gains to these enterprises.

10.2010 – 05.2011
Federal Secretary, Ministry of Railways/Chairman, Pakistan Railways, Government of Pakistan
As Chairman, Pakistan Railway Board, Pakistan I prepared a three year plan for the revitalization of the ‘loss-making’ Pakistan Railways which won the approval of 11 billion Rupee bailout/restructuring package from the Federal Cabinet. This bailout package when implemented will turn the heavily indebted Pakistan Railways into a profit making entity. Beside the above, I initiated the privatisation of the freight sector of Pakistan Railways, which will enable it to increase its income from freight operations from 4 billion to 12 billion within five years.

03.2007 – 09.2010
Additional Secretary, Ministry of Food, Agriculture and Livestock, Pakistan
As Additional Secretary, Ministry of Food, Agriculture and Livestock, I assisted the Secretary/Minister, Food and Agriculture in formulating food security policy and other agricultural policies for Pakistan to increase the productivity of the agricultural sector. I was responsible for supervising and facilitating the agencies engaged in agricultural research and development, extension services and enhancing food production in the country in my capacity as Project Manager of Agricultural Sector Development Project. In this capacity I made vigorous efforts to introduce the latest technology in agricultural sector of Pakistan.
My frequent interaction with global actors in agriculture helped me in introducing some of the good agricultural practices in Pakistan. Sensitizing the opinion/policy makers in Pakistan about the threats posed by the climate change to our agricultural sector is one such initiative.
As Additional Federal Secretary, Food and Agriculture, Pakistan I was the Country Coordinator of ADB-funded project namely Preparation of National Agricultural Sector Strategy (NASS) for Pakistan. In recognition of my expertise in establishing institutions and their strengthening, I was invited by the Government of Iran (Ministry of Food and Agriculture) in 2010 to help their senior officers for establishing a similar National Plant and Health Inspection Services organization in Iran.

09.2006 – 02.2007
Additional Secretary, Prime Minister’s Secretariat, Government of Pakistan
Serving as one of the staff officers to the Prime Minister of Pakistan, I was the overall in charge of the establishment of the Prime Minister’s Secretariat including security, logistics, staff recruitment and their welfare. In this capacity I was responsible for examining the files submitted by various ministries.I coordinated meetings of the Prime Minister with heads of government departments, recorded minutes and followed up the implementation status of the decisions taken during the meetings.

06.2005 – 08.2006
Chief Instructor, National School of Public Policy, Lahore (Pakistan)
As Chief Instructor, Pakistan Administrative Staff College, responsible for imparting training to the senior officers belonging to different government departments being considered for higher positions I updated the curriculum in line with the latest theory and practice in public administration, management and public policy formulation.  I was a member of the core committee which facilitated the upgrading of the Institute to the National School of Public Policy including updating of its syllabus and improving teaching instructions methodology.

08.2003 – 05.2005
Administrative Secretary, Head of Food Department, Government of Punjab
As Provincial Secretary, Government of Punjab, Food Department I restructured the department and computerized its wheat procurement program in the province which brought greater transparency and efficiency in procurement, storage and distribution of wheat in the Province.

09.2000 – 06.2001
Administrative Secretary, Head of Health Department, Government of Punjab
As Provincial Secretary, Government of Punjab, Health Department I was managing a team of over 500,000 government servants, employed in 14 teaching hospitals, 30 mega hospitals and more than 2,500 basic health units and dispensaries in the province. In this capacity I changed the direction of health department from paying exclusive attention to curative to also focus on preventive side i.e. launching of anti-malaria, anti TB, anti polio, anti AIDS campaigns and other health awareness campaigns which were more cost effective and beneficial in the long term. I also streamlined the procurement of medicine and equipment to make it more transparent and efficient.

04.1997 – 08.2000
Joint Federal Secretary/Head of Criminal Investigation Unit, National Accountability Bureau, Government of Pakistan
As Joint Federal Secretary, Prime Minister’s Secretariat (1997-2000), I was a member of the core team which established the Ehtasab( Accountability) Bureau to investigate high profile corruption cases in Pakistan, prepared its legal framework and procedures and successfully prosecuted several public office holders and recovered billions of rupees plundered by them. To this date this Bureau is a well-recognized institution of international repute, instrumental in improving Pakistan’s international ranking in transparency.
