Providing inputs to the Federal Minister/ Cabinet to formulate policy for the privatization of State Owned Entities (SOE’s) to reduce Government losses, empowering employees and increasing efficiency in these institutions Implementing the policy for privatization of SOE’s, approved by the Cabinet by strategic planning, devising strategies and selecting relevant human and material resources for its implementation Administrative Head of the Ministry of Privatization, responsible for recruitment of staff, human resource development, legal framework, monitoring and evaluation of employees, dispute resolution and customer satisfaction Principal Accounting Officer of the Ministry responsible for budget making, resource allocation and ensuring proper utilization of resources and carrying out performance audit by engaging specialized agencies Representing the Ministry/ Privatization Commission at various forums, national as well as international, including Federal Cabinet, Ministerial meetings and International agencies and boards of the SOE’s being privatized. vi. Defending the policies and actions of the Ministry/Privatization Commission before the Parliamentary Committees, i.e. Public Account Committee, Standing Committees etc., established by the Parliament to oversee the work and conduct of government ministries and organizations Major Achievement As Federal Secretary Privatisation Commission , Pakistan he conceptualized and initiated a three years perspective plan for the restructuring and ultimate privatisation of State Owned Enterprises(SOE’s)i.e Power Companies , Banks, Railways and Steel Mill etc. which will reduce the annual loss of approx. 100 billion PKR to the national exchequer besides bringing efficiency gains to these enterprises

Federal Secretary, Government of Pakistan Ministry of Railways/Chairman Railway Board, Islamabad, Pakistan (October 2010-May 2011)

Providing inputs to the Federal Minister/ Cabinet to formulate policy for Ministry of Railways for its efficient, profitable and sustainable operations Implementing the above policy as Chairman, Pakistan Railway Board by judicious use of human and material resources, carrying out development plans and devising appropriate strategies for the smooth running of Pakistan Railways on modern, scientific lines according to sound business practices Administrative head of the Ministry with more than 85,000 employees being responsible for recruitment of staff, human resource development, monitoring and evaluating the performance of these employees Principal Accounting Officer of the Ministry responsible for budget making, financial management, resource allocation and ensuring proper utilization of resources by carrying out performance audit and preventing pilferage by devising effective preventing measures Head of the Railway Police comprising more than 5000 police officers/staff employed for security and safety of Railway assets and passengers Looking after the welfare of the families of the Railway employees by providing them educational opportunities, health and sports facilities Representing the Ministry of Railways at various forums, national as well as international, including Federal Cabinet, Ministerial meetings and International agencies Defending the policies and actions of the Ministry/Pakistan Railways before the Parliamentary Committees, i.e. Public Account Committee, Standing Committee etc., established by the Parliament to oversee the work and conduct of government ministries and organizations Major Achievement As Chairman, Pakistan Railway Board, Pakistan he prepared a three years plan for the revitalization of loss making Pakistan Railway and got the approval of 11 billion Rupee bailout/restructuring package from the Federal Cabinet. This bailout package when implemented will turn heavily indebted Pakistan Railways into a profit making entity. Beside the above, initiated the privatisation of the freight sector of Pakistan Railways which will enable Pakistan Railway to increase its income from freight operations from 4 billion to 12 billion within five years.

Additional Federal Secretary, Government of Pakistan Ministry of Food and Agriculture, Islamabad, Pakistan (March 2007-September2010)

Assisting the Secretary/Minister, Food and Agriculture in formulating food security policy and other agricultural policies for Pakistan keeping in view the future projections of population growth, patterns of food intake and crops production estimates Assisting the Secretary as well as the Minister of Food and Agriculture in implementing the above policies duly approved by the Minister/Cabinet by co-coordinating with relevant ministries, agencies, international organizations and other stake holders Supervising and facilitating the agencies responsible for agricultural research and development, extension services and enhancing food production in the country Representing the Ministry of Food and Agriculture / Government of Pakistan at regional and international level by attending meetings and conferences organized by the World Food Program (WFP), Food and Agriculture Organizations (FAO), International Fund for Agricultural Development (IFAD) and other foreign agencies Defending the policies and actions of the Ministry of Food and Agriculture before the Parliamentary Committees, i.e. Public Account Committee, Standing Committee etc., established by the Parliament to oversee the work and conduct of government ministries and organizations Supervising the working of National and Provincial food procurement agencies responsible for purchasing and storing food grains and other agricultural commodities to stabilize their prices and ensuring fair returns to the farmers. Major Achievement As Additional Federal Secretary, Food and Agriculture, Pakistan he supervised the preparation of a long term National Agriculture Policy and different strategies to boost agriculture production particularly wheat and cotton which resulted in transforming Pakistan from wheat importing country to exporter of wheat within two years. Also led the team which formulated the pricing policy for agricultural inputs and outputs leading to improvement of terms of trade for agriculture sector after 25 years which subsequently brought the present boom in rural areas of Pakistan. Invited and negotiated a comprehensive plan of action for introduction of BT Technology particularly in Cotton by the leading US firm in this field i.e. Monsanto which will result in cultivation of genuine BT cotton in Pakistan and increase its production and per acre yield.

Additional Federal Secretary, Government of Pakistan Prime Minister’s Secretariat, Islamabad, Pakistan (September 2006-February 2007)

Serving as one of the staff officers to the Prime Minister of Pakistan, responsible for examining the files submitted by various ministries Coordinating meetings of the Prime Minister with heads of government departments and recording minutes and following up the implementation status of the decisions taken during the meetings Overall in charge of the establishment of the Prime Minister’s Secretariat including security, logistics, staff recruitment and their welfare.

Assisting the Provincial Minister /Cabinet in formulating food security policy for the largest province of Pakistan with a population of 80 million. Implementing the above policy by marshaling the human and material resources for ; a Procuring food grains during the harvesting season b. Storing it in national network of go downs. c. Supplying it to more than 500 flour mills of the province during lean season Administrative head of the Food Department managing a team of 5000 government employees, i.e. their recruitment, training, posting/transfer, welfare etc Principal Accounting Officer of the Food Department with a budget of 150 Billion Pakistani Rupees- managing its audit and accounts Co-ordination with various governmental and private entities and liaison with the international donors, banks and agencies Major Achievement As Provincial Secretary, Government of Punjab, Food Department he restructured the department and computerized its wheat procurement program in the province which brought greater transparency and efficiency in procurement, storage and distribution of wheat in the Province.

Also streamlined the procurement of medicine and equipment to make it more transparent and efficient.


Joint Federal Secretary, Government of Pakistan National Accountability Bureau, Prime Minister’s Secretariat, Islamabad (April 1997-August 2000 ) Establishment of an Accountability Cell, the first of its kind, and preparation of a legal framework to investigate high profile corruption cases against politicians, bureaucrats, generals etc Selection and co-ordination of investigating teams to probe into cases of money-laundering and prosecution of culprits in national and international courts Part of the investigating team probing corruption cases against high profile public office holders. i.e. politicians, bureaucrats, generals Co-coordinating the investigation and retrieval of illegal assets held abroad through white collar crime Auction of property of convicted persons to compensate for the loss to the state as a result of corruption Managing the secret fund of the Accountability Bureau amounting to 2-3 million dollars per annum Major Achievement As Joint Federal Secretary , Prime Minister’s Secretariat (1997-2000), he was a member of the core team which established the Ehtasab( Accountability) Bureau to investigate high profile corruption cases in Pakistan, prepared its legal framework and procedures and successfully prosecuted several public office holders and recovered billions of rupees plundered by them. To this date this Bureau is a well-recognized institution of international repute, instrumental in improving Pakistan’s international ranking in transparency
